Placement of Children With Relatives: Summary of State Laws-
(2008 PDF File) In order for States to receive Federal payments for
foster care and adoption assistance, Federal law requires that they
"consider giving preference to an adult relative over a non related
caregiver when determining placement for a child, provided that the
relative caregiver meets all relevant State child protection
standards."

Courts in the United States: An Examination of the Movement, The
Potential Impact on the Judiciary, and How the States Could
Respond," from the State Justice Institute. The points of view
expressed are those of the authors and do not necessarily represent
the official position or policies of the State Justice Institute.

The Future of Children -is a collaboration of the Woodrow
Wilson School of Public and International Affairs at Princeton
University and the Brookings Institution. The mission of The
Future of Children is to translate the best social science
research into information that is useful to policymakers,
practitioners, grant-makers, advocates, the media, and students of
public policy. Since The Future of Children aims to
reach a wide audience with the best objective research possible, the
articles contained in the journals are literature reviews that
provide a balanced view of the literature and evidence, review both
basic and "policy-relevant" research to highlight what we know as
well as what works, and avoid using overly technical language.

Ombudsman contacts State by State-
According to the National webpage "Ombudsman
offices have been established in a variety of state, municipal,
county, local, federal, academic organizations and businesses. As
an independent, impartial and confidential complaint handler, an
ombudsman serves as an alternative means of dispute resolution. The
U.S. Ombudsman Association describes an ombudsman as "a public
official appointed by the legislature to receive and investigate
citizen complaints against administrative acts of government."
However, I would check with others who may have used this service
since many offices have really not been a help.

fraud charges against CPS for the misuse of Federal Funding.
Wednesday, April 2, 2008 11:32 PM
Below is the link to file fraud charges against CPS in your state. I
just filed one that DCF in Connecticut misuses and abuses federal
funding for the following reason. DCF is not suppose to discriminate
against the disabled right. Well they in fact use federal funding to
deny accommodations and punish parents for their perceived disability by
removing said child and then terminating the parents right solely based
on their disability. They use federal funding to punish the disabled,
they do not use it to accommodate them.
If child protection is misusing federal funding under Title IV-E or some
other funding stream that comes out of SS, then file a complaint. You
should probably indicate that you want CPS to be denied funding as a
result of their fraud and misuse of federal funding.
